The Greek Government’s attitude to nicotine pouches
The government has so far taken a cautious approach to the regulation of nicotine pouches. This is due to its belief in harm-reduction strategies that are aimed at providing alternatives to smoking.
In April 2025, the Greek Government introduced a plan to ban all non-tobacco flavoured nicotine pouches, as other EU member state governments have, including the Netherlands, Belgium and Latvia.
If this goes ahead, only tobacco and mint flavours would be legal. This move is part of efforts to curb underage use of narcotics. This legislation is in its final stages of internal consultation, and whether it will go ahead, and in what form, is uncertain.

Taxation and regulation
The Greek Government places a €50 consumption tax per kilogram on nicotine pouches, and includes a 24% VAT on top of this.
This approach to nicotine pouches reflects the efforts the government is making to regulate the use of nicotine products.
